Guillermo is a project portfolio manager and expert in procurement systems and public contracts, with background in several infrastructure areas, including roads, tunneling, railways, hydraulics and gas and oil facilities. He is currently active across South America providing advice to a range of private and public sector clients on public transport and infrastructure issues. He was manager of infrastructure development at the Argentine National Railways Administration (ADIF), in charge of all the projects of new railways in the country. During his tenure as Secretary of Infrastructure and Public Works of Buenos Aires, he directed all new transport, public buildings and hydraulics projects in the city, and managed the urban highways system. As consultant in portfolio management, he has advised the argentine National Road Administration (DNV) and Petrobras EnergĂa S.A. (2003-2006). In the former argentine Ministry of Infrastructure and Housing, he led the team responsible of the negotiation and restructuration of the national road toll system. Guillermo is a Civil Engineer from the University of Buenos Aires and he holds a master in business administration with honors from IDEA.
